SOUTHWESTERN BROOME AND NORTHWESTERN SUSQUEHANNA COUNTIES...
At 1238 PM EDT, gauge reports indicated Choconut Creek has crested
and was falling now. There was still flooding issues along the
Choconut Creek. Residences along the Choconut Creek should heed all
evacuations and take quick action to protect life and property.
Some locations that will experience flooding along the Choconut Creek
include...
Vestal Center and Vestal.
Instructions:
Move to higher ground now. Act quickly to protect your life.
A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.

SOUTHERN TIOGA...SUSQUEHANNA AND NORTHEASTERN BRADFORD COUNTIES...
At 1233 PM EDT, Doppler radar indicated rain still falling across
much of Bradford County, Susquehanna County in Pennsylvania and
Southern Tioga County in New York. The heaviest rain has ended.
Significant flash flooding is on-going with numerous roads and
bridges either flooded or closed, water flooding structures, and
people being evacuated or rescued. This is a dangerous situation.
Some locations that will experience flooding include...
Chemung, Barton, Sayre, Waverly, Rush, Athens, Towanda, Clifford,
Forest City and Wysox.
Instructions:
Move to higher ground now. Act quickly to protect your life.
A Flash Flood Warning means that flooding is imminent or occurring.

The Susquehanna River At Conklin.
* Until Wednesday afternoon.
* At 12 PM Tuesday the stage was 15.4 feet.
* Flood stage is 12.0 feet.
* Moderate flooding is occurring and Moderate flooding is forecast.
* Forecast...The river will crest near 16.2 feet around 2 PM
Tuesday. The river
will fall below flood stage after 3 AM Wednesday.
* Impact...At 17.0 feet...Numerous properties and basements
flooded on Woodcrest
Way near the river. Water covers Cuddeback Drive and Schnurbusch Park.

SOUTHERN BROOME...SOUTHEASTERN TIOGA...NORTHEASTERN SUSQUEHANNA AND
NORTHWESTERN WAYNE COUNTIES...
At 1049 AM EDT, Doppler radar indicated that the areas of heavy rain
continue across portions of the warned area especially in the
Greater Binghamton area and northwest Susquehanna County. Major
flash flooding is taking place in southern Broome County and
northern Susquehanna County at this time with numerous roads
flooded, residences evacuated, and some structures flooded.
Additional rains and runoff from earlier rainfall today will
continue to cause flash flooding.
Some locations that will experience flooding include...
Binghamton, Vestal, Johnson City, Endicott, Sanford, Deposit,
Susquehanna Depot, Port Dickinson, Windsor and Lanesboro.

feet and will continue to rise and crest around 13 to 14 feet which
causes major flooding. Residences along the Choconut Creek should
heed all evacuations and take quick action to protect life and
property.

Kirkwood, Conklin, Rush, Montrose, Hallstead, New Milford, Great
Bend, Little Meadows, Friendsville and Vestal Center.

The Flash Flood Watch continues for
* Portions of central New York and northeast Pennsylvania,
including the following areas, in central New York, Broome,
Chemung, Chenango, Cortland, Delaware, Otsego, Schuyler,
Steuben, Sullivan, Tioga, and Tompkins. In northeast
Pennsylvania, Bradford, Lackawanna, Luzerne, Northern Wayne,
Pike, Southern Wayne, Susquehanna, and Wyoming.
* Through this evening
* Areas of very heavy rain are possible again this afternoon and
evening.
* Heavy rain will cause rapid rises and possible flash flooding
of streams and creeks, overflow of ditches and culverts, and
ponding of water on roads.
Instructions:
A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.
